ZATCA Phase 2 for your POS billing app: how to connect to FATOORA, step by step

Phase 2 means your POS has to talk to ZATCA's FATOORA platform. Here is what that takes — the FATOORA portal, one OTP per till, and the checks ZATCA runs — and how MC-POS Cloud does the rest on its own, even when the internet is down.

Quick answer

ZATCA Phase 2 (the integration phase) means every invoice your POS issues must go to ZATCA's FATOORA platform (also written Fatoora or Fatoorah). A bill to a customer — a simplified tax invoice — is reported within 24 hours. An invoice to a company with a VAT number — a standard tax invoice — is cleared by ZATCA before you hand it over. Wave 25, announced on 24 July 2026, brings in every business whose VAT-able revenue passed SAR 187,500 in 2022, 2023, 2024 or 2025, with a deadline of 1 February 2027.

Connecting MC-POS takes one OTP per till. Log in to the FATOORA portal, create a one-time password for a new solution unit, and type it into the till. MC-POS makes the key and the certificate request, passes ZATCA's compliance checks and gets the production certificate by itself. From then on every bill is signed on the till with the ZATCA QR — offline too — and filed without anyone pressing a button. The law itself is in our ZATCA Phase 2 guide.

From FATOORA to the first signed bill — what happens at each step

1. Log in to FATOORA

Open the FATOORA portal with your ZATCA account (the one you use for VAT) and choose to onboard a new solution unit or device.

2. Create an OTP for each till

FATOORA shows a one-time password. It works for a short time — about an hour — so create it when you are at the till.

3. Type the OTP into MC-POS

In the till's e-invoicing settings, choose Phase 2 and enter the OTP with your VAT number and branch details.

4. Compliance checks

MC-POS makes the key and the certificate request, then sends ZATCA its test invoices and notes. ZATCA must accept them before the till goes live.

5. Production certificate

ZATCA issues the production CSID. The till is now its own e-invoice generation unit, with its own invoice counter and hash chain.

6. Sign every bill on the till

Each bill is signed on the device and printed with the ZATCA QR — in Arabic and English — even with no internet.

7. Report and clear

Customer bills are reported within 24 hours, in a batch when the till is back online. Company invoices are cleared live before you share them.

8. Watch the filing queue

Every bill shows Reported, Cleared or Rejected with ZATCA's own message, and a File Now button sends anything still waiting.

One business, every device: the counter, the owner's phone and the back-office computer share the same data — Android, iPhone, Windows, macOS, Linux and the web. See all MC-POS Cloud features.

What ZATCA checks — and the question every buyer asks

  • Each till is an e-invoice generation unit (EGS). Every device that issues invoices is onboarded on its own, with its own key, certificate, counter and chain. Two counters sharing one certificate would break the chain.
  • Each invoice is a signed XML file in the UBL 2.1 format, with a UUID, a counter, the hash of the previous invoice, a cryptographic stamp and a QR code.
  • Corrections are credit and debit notes, never edits. A return references the original invoice and is reported or cleared the same way.
  • "ZATCA approved POS" does not exist. ZATCA does not approve or certify software; its own FAQ says even its list of solution providers is not an approval. What it checks is each unit, at onboarding — and every MC-POS till passes those compliance checks before it issues a real invoice.
  • Not in a wave yet? MC-POS has a Phase 1 setting: bills carry the Phase 1 QR and nothing is filed. Switch to Phase 2 when ZATCA notifies you — at least six months before your integration date.

Frequently asked questions

What is ZATCA Phase 2 integration with FATOORA?

Phase 2 means your billing software connects to ZATCA's FATOORA platform. Standard tax invoices to VAT-registered buyers are cleared by ZATCA before you share them, and simplified invoices to customers are reported within 24 hours. Each invoice is a signed XML file with a QR code.

Who is in ZATCA Wave 25, and what is the deadline?

Wave 25, announced by ZATCA on 24 July 2026, covers every business whose VAT-able revenue passed SAR 187,500 in 2022, 2023, 2024 or 2025. Those businesses must integrate their e-invoicing system with FATOORA by 1 February 2027.

How do I connect MC-POS to FATOORA?

Log in to the FATOORA portal, choose to onboard a new solution unit and create an OTP. Enter the OTP in the MC-POS till's e-invoicing settings. MC-POS creates the key and certificate request, passes ZATCA's compliance checks and gets the production certificate on its own.

Do I need a separate OTP for each POS terminal?

Yes. Every till that issues invoices is its own e-invoice generation unit, with its own key, certificate and invoice chain, so each one is onboarded with its own OTP.

How long does a FATOORA OTP last?

Only a short time — about an hour. Create it on the FATOORA portal when you are ready to enter it in the till, and create a new one if it runs out.

Is MC-POS a ZATCA approved POS?

ZATCA does not approve or certify any software, and its own FAQ says its list of solution providers is not an approval either. ZATCA checks each e-invoice generation unit when it is onboarded. Every MC-POS till passes those compliance checks before it issues a real invoice.

Can the POS billing app sign invoices without internet?

Yes for customer bills. MC-POS Android and desktop tills sign simplified invoices on the device and print the signed QR with no internet, then report them when they are back online, inside the 24-hour window. Company invoices need a connection, because ZATCA must clear them first.

My business is not in a wave yet. What should I use?

Set MC-POS to Phase 1. Bills carry the Phase 1 QR code and are in Arabic, and nothing is sent to ZATCA. When ZATCA notifies you of your wave, switch to Phase 2 and onboard each till with an OTP.

Which devices can run the ZATCA Phase 2 POS app?

Android phones, tablets and Android POS machines such as SUNMI, and Windows, Mac and Linux computers. The web POS works too: its invoices are signed and filed by MC-POS Cloud.
